The structure has to be
built to move.

Prepared people inside a rigid organization produce friction, not transformation. The structure itself — how authority is granted, how decisions are made, what the organization is actually for — has to be designed to scale, adapt, and absorb change at a pace it was never built for. That is a discipline, not an instinct.

Authority draws the line before any agent runs: what it may do alone, and what it must always hand back to a person. Structure is what makes the permit legible.
What this axis actually is

Authority is the thing an agent needs and can't grant itself. Every agent placed in a business runs into a line it is not allowed to cross — and someone has to have drawn that line, explicitly, in advance. The Organization axis is the work of making authority legible: who decides, who is accountable, what an agent is permitted to do without a human in the loop, and what it must always escalate.

This is also where purpose lives. A transformation with no purpose to pull it is just motion. The organizing intent — what the company is pulling toward — is the thing every structural choice is measured against. Without it, redesign is rearrangement.

Where the propose/permit line is drawn

This is the axis that owns the seam. The boundary between what an agent proposes and what the organization permits is an organizational decision before it is a technical one — a matter of who holds authority, not which system enforces it. Draw the line in the wrong place and no platform can save you; draw it well and the technology has something real to enforce.

Without this axis, the human change has nowhere to live and the technology has no organization capable of receiving it. Structure is what turns prepared people and capable platforms into a functioning whole.
